I would like to call it as a problem, because it is a very annoying “problem” for the advanced users. Normally, as we have used to scale a layer, if we scale it with SHIFT key, it scales in proportional, otherwise it scales freely. But Adobe (even though I have searched for hours to find the main reason), changed it!
Anyway, of course now there is a solution for it. (But probably we have to do this again and again) when we got update if Adobe find a constant solution for it. (Like adding a checkbox to settings)
To revert the weird proportional scale back to “lovely normal cute” mode;
1 – Open a Notepad and write this text inside;
TransformProportionalScale 0
Now save this file as;
PSUserConfig.txt
and save it to;
Windows: [Installation Drive]:\Users[User Name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2019\Adobe Photoshop CC 2019 Settings\
macOS: //Users/[User Name]/Library/Preferences/Adobe Photoshop CC 2019 Settings/

If you also would like to back to legacy Undo key options;
From the Menu, choose Edit > Keyboards Shortcuts.
In the [Keyboard Shortcuts] and [Menu] dialog, select [Use Legacy Undo Shortcuts] and click [OK.]
Now when you restart the Photoshop, your shortcuts will come back.
